Order row actions that no longer ask you to reopen the record

Actions run directly from the order row work reliably, with native-style icons and full tooltips.

Row actions no longer fail with "This record must be opened for editing again"; FastOps and WooCommerce edit locks are released on every path.
The cramped action dropdown is replaced by icon controls with accessible labels; Order Status Manager keeps its configured icons.
